The third Annual Richard Kelly Award presentation and barbecue were held at the DPD James Small Firing Range on Thursday, June 20.
The event celebrated the late Richard Kelly, an outstanding member of Law Enforcement (LE), and recognized the satisfactory completion of a two week Firearms Instructor Course for the 11 LE participants enrolled.
Organizer of the event, Captain James Small, master instructor and coordinator of the department’s training division, explained that students needed to pass with a 90 percent or higher score on all firearms drills, firing approximately 1000 rounds during the course.
The most outstanding LE student, Officer Joe Horan with the Nassau County Sheriff’s Office, received the Richard Kelly award. Another award recipient, Officer Zachary Crain with NYSDEC, was named Top Gun for marksmanship.
“This was a hard working class that came together quickly, showing the ability to acquire new knowledge and then present it when running practical courses of fire on the range in a very short period of time,” explained Small.
LE personnel, family and friends hosted a barbecue following the presentation ceremony.
